The annual Howl! Festival named in honor of the groundbreaking poem by Allen Ginsberg and produced every summer celebrates the East Village and Lower East Side’s role as a preeminent locus of culture. Started under the banner of FEVA (Federation of East Village Artists) and led by the vision of Phil Hartman, the festival burst into being in 2003. It was embraced by the neighborhood and a new hope and energy filled the hearts and minds of the artistic and business communities, who pulled together in an unprecedented manifestation of cultural unity. The East Village joyfully reclaimed its cultural heritage and proudly reasserted itself as an important center for the arts. In 2006 the festival was cancelled, as like many young organizations it struggled to find its way
